Violation: An employee with the University of Washington may have violated the Ethics in Public Service Act when they used the agency's computer to access non-work-related sites on a recurring basis that was more than de minimis in nature. They spent at least 28 hours visiting sites on their state computer that were not job-related and was paid overtime on the days where they were using the state computer for non-work-related matters.

Result: Settlement approved on November 8, 2013 for a civil penalty of $5,000 with $2,500 suspended and an additional $1,323 in restitution to the University.

2012-034 University of Washington

Violation: An employee with the University of Washington may have violated the Ethics in Public Service Act when they used the agency's computer to access non-work-related sites on a recurring basis that was more than de minimis in nature. They spent at least 109 hours on their state computer visiting sites that were not job-related. During the days they were pursuing this personal business, they also requested and received paid overtime to accomplish their regular Lead duties.

Result: Settlement approved on November 8, 2013 for a civil penalty of $5,000 with $2,500 suspended and an additional $5,150 in restitution to the University.

Evidence indicated that over a three-year period a staff member spent around 950 hours assisting with outside work activities and an additional 35 hours doing personal tasks for them and that they used UW computers and email to perform non-University related activities.
