Evidence indicated that they had been using three separate University computers to conduct their outside business and to store personal songs, videos, photos and apps.

Result: An agreed Stipulation was entered on July 10, 2020 imposing a civil penalty of $7,500 with $2,000 suspended.

2019-009 Western Washington University

Violation: A former IT Specialist 3 with Western Washington University, may have violated the Ethics in Public Service Act by using state resources for private benefit and gain. Evidence indicated that they downloaded and installed unauthorized software to their state laptop, accessed approximately 83,000 Craigslist resources and browsed the internet for non-work-related purposes.

Result: An agreed Stipulation and Order was entered on September 10, 2021 imposing a civil penalty of $2,000.

2018-049 Western Washington University

Violation: A Facility Engineer at Western Washington University, may have violated the Ethics in Public Service Act by using state resources to promote their outside business interest. Evidence indicated that through their own company they created and deployed software onto University resources to monitor energy consumption.

Result: An agreed Stipulation was entered on July 10, 2020 imposing a civil penalty of $1,500 with $750 suspended.

Evidence also indicated that they used state resources in support of their private business and used state owned equipment for personal use.

Result: An agreed settlement was approved on May 11, 2018 imposing a civil penalty of $4,000 with $2,000 suspended.
